Release Review Bot Worker 1.0.1.1.

This fixes a dependency issue due to version conflicts between flake8
and pycodestyle/pyflakes. flake8 has some very strict requirements on
versions, and currently installing the Review Bot worker will break in a
new environment if trying to install pycodestyle or pyflakes from
scratch. We now depend only on flake8, allowing its version ranges to be
used exclusively.
