Adds a new Restore Alias page. While there is some information about how to restore and alias in the Getting Started -> Delete an Alias page, it's limited and quite hard to find. It doesn't pop up when searching for help on Google, for example.
This PR adds a new page detailing the two different ways a user can restore their aliases (custom-domain, or standard public/premium domains). Also add the Restore an Alias menu item to the sidebar.
