Summary:

WIP, need to delete more tests until everything passes

Deletes the v1 version of the following configs:

• Int4WeightOnlyConfig
• Int8DynamicActivationIntxWeightConfig
• Float8WeightOnlyConfig
• Float8DynamicActivationFloat8WeightConfig
• IntxWeightOnlyConfig
