Add Past Executives page

Creates a dedicated page for past executives, separating historical exec lists from the current team page.

Changes

• New /about/past-execs.html - Dedicated past execs page with:

  • 2024-2025 team in card layout (matching current execs style)
  • Historical records (1980-2024) in list format

• Updated /about/execs.html - Removed inline past execs list, added link to new page

• Updated navigation - Added "Past Execs" to About dropdown across all 26 HTML files
