Azure arc servers rework (v2)

Rework based on feedback from the last MicroHack in Berlin

Most notable changes (resources + setup):

• Resources get deployed in two individual resource groups per particpant
• End-To-End user setup including RBAC management for their individual resources (+disabling conditional access to enable seamless login)
• Automatic resource provider activation

With this, we can now spin up a microhack end to end with just two scripts.

Additionally, changes to content:

• Remove challenge 4 based on participant and coach feedback
• Update challenge 2: Enable management through the Azure portal instead of deployment through DINE policies
• Update challenge 3: Use RBAC for key vault permissions
• Add (new) challenge 7: Management of Arc resources with policy at scale as an optional challenge for more experienced participants
