Skip the C extension build on GraalPy just like it is already skipped on PyPy. I'm not sure if it would actually be broken, but it most likely won't be faster than the pure python code

Yes, it's available as graalpy-24.2. I'll set it up. There are some test failures in tests/test_async_py3.py (bugs on GraalPy side), so I'd skip that file on GraalPy.

I added the latest GraalPy to CI for x86 Linux and arm64 Mac (setup-python doesn't have GraalPy on Windows)

The py313-ft failures had been there before I touched the CI at all, so they should be unrelated to my changes.
