Separate paypal and venmo columns per user

• This adds a new column to the user table, to have separate fields for Venmo and Paypal. Additionally, one (or both) of those fields must be filled in by the user before they can submit intents. The column was added with: alter table user add column venmo char(64) after paypal;
• Tests were updated to address the new field
• The latest version of docker didn't like volume: nocopy in the dockerfiles. I didn't investigate why this was the case, but removing the option allowed me to continue dev work.
• The github action workflow was updated to use Ubuntu 24.04, as the original 20.04 has been deprecated.
