fix(ci): remove run step from scorecard job to comply with ossf restr…

The ossf/scorecard-action requires that the scorecard job only contains
steps with 'uses:' (no 'run:' blocks). The "Check minimum score" step
was using a run block, causing workflow verification to fail.
