feat: support onnxruntime-windowsml

What does this PR do?

Fixes #13062

Support onnxruntime-windowsml following doc below

• https://pypi.org/project/onnxruntime-windowsml/
• https://learn.microsoft.com/en-us/windows/ai/new-windows-ml/get-started?tabs=python#step-1-install-or-update-the-windows-app-sdk

treat provider as list when it is list, so we could use provider=[] and then set EP in session options.

hi @yiyixuxu yiyixuxu, onnxruntime-winml is a new onnxruntime that runs on windows with support of WinML https://learn.microsoft.com/en-us/windows/ai/new-windows-ml/get-started?tabs=python#step-1-install-or-update-the-windows-app-sdk So I think we should also support it
