add missing spawn-fcgi as no longer pulled via auto-dependencies

Add .so links to fix nut-scanner

nut-scanner seems to search for it's .so libs in /usr/lib under different names.

Add some symlinks to the installed .so libs to make nut-scanner run again.

extend the healthcheck: probe port TCP:443 as well

add file permissions sanity checking
