fix:standalone missing highlight update plugin

fix for #1309
Highlight updates was not worked on standalone.
I found that TraceUpdatesBackendManager was missing in standalone for some reason but I don't know why.

React DevTools has been rewritten and recently launched a new version 4 UI 🎉 The source code for this rewrite was done in a separate repository and is being merged into the main React repo.
