This commit updates the PHP version to 8.1 and updates all dependencies to their latest versions. The extensions ext-ctype, ext-filter, ext-hash, ext-mbstring, ext-openssl, ext-session, and ext-tokenizer are now required. The composer-runtime-api and composer/installers packages have been updated to their latest versions. The dragonmantank/cron-expression package has been updated to version 3.3.2, filp/whoops to version 2.15, guzzlehttp/guzzle to version 7.7, and laravel/tinker to version 2.8. The laravel/ui package has been updated to version 4.2, league/flysystem to version 3.8.0, and vlucas/phpdotenv to version 5.5. The illuminate/* packages have been updated
