This fixes static_todo and enables it to work in any year (previous version had to be updated from time to time).
Also I want to propose a change to introduce
CPP_STATIC_TODO_ENABLEdefine, so it isn't enabled by default (this is very useful for developers, but imagine project build crashing for people who are outside).
