Also quoting the application path being passed to iisexpress/k web so that application path can contain spaces.
And some general cleanup
The command to execute tests have changed to dnx . test. As a result the path to dnx.exe cannot be retrieved from Environment.CommandLineArgs(). Changing the way to obtain path to dnx.exe.
My VS build succeeds even without this change. On CI it seems to fail.
