This PR adds four endpoints to enable and disable rulebooks and rulesets:
/api/rulesets/{ruleset_id}/enable/api/rulesets/{ruleset_id}/disable/api/rulebooks/{rulebook_id}/enable/api/rulebooks/{rulebook_id}/disableChanges in ansible-book side will be added later to handle
enabledflag.Resolves: AAP-6444, AAP-6445
