feat : added mini project "QR Code Encoder and Decoder"

Added QR Code encoder and decoder mini project

Created a simple user interface (UI) where the users have 2 options :

1. User's device camera is opened and when the user displays a QR code, it gets decoded
2. Enter a text message which gets converted to QR code and gets saved as a png file on the user's device.

P.S. Updated the the '.md' file for this project.
