Remove builds on legacy OSs from CI

Proposed changes

We need to reduce the size of jenkinsfile and removing the builds on legacy OSs seems like the best option.
I will later add builds on manylinux, once we iron out all compilation errors and refactor the jenkinsfile a bit.
