Summary

Fixes #7203

Adds historical parameter values to Minnesota MFIP (Minnesota Family Investment Program), extending data back to 2014/2016 based on Minnesota State Register filings, DHS Combined Manual archives, and statutes.

  • Added 4 historical period tests for transitional standard:
    • Case 6: Family of 3 in 2017-01 (2016-10-01 params) = $991
    • Case 7: Family of 12 in 2017-01 (2016-10-01 params) = $2,636
    • Case 8: Family of 3 in 2018-01 (2017-10-01 params) = $984
    • Case 9: Family of 12 in 2018-01 (2017-10-01 params) = $2,614

Test Plan

  • All MN MFIP tests pass (including 4 new historical period tests)
