- Required updating the send_request function to pass the HTTP method. - Makes separate PATCH request to close issues.

The following pr merges in several other pull requests and also adds support for the new Github Issues Import API as described here.
This PR isn't so much a request to merge these changes as it is a way for other people to discover this work in case they are interested.
