This PR enables the background ingestion workers that were previously commented out.
Changes include:
start_ingest_workersinsrc/domains/ingestion/pipeline.pywhich spawns a background task to poll for pending ingest jobs.pick_next_pending_jobandupdate_ingest_job_statusinsrc/domains/ingestion/pipeline/models.py.src/app/discord/runner.pyto callstart_ingest_workerswhen enabled via environment variable.This implementation allows the bot to process ingestion jobs asynchronously.
