Merge branch 'release/0.2.1'

Fixed a bug with coverage wiping out the sequence when no coverage

was specified.

* Moved Bootstrap and jQuery to external dependencies.

* Changed to a fork of sequence-viewer repository to remove need for
Handlebars.js.  It isn't used by sequence-viewer, but it is still
included in the source.  Including it causes build errors when trying
to use it as a component.
* Upgraded a few other dependencies.
