What does this PR do?

This prefers reading git version sha from the version-cache file locally vs
running git commands

Motivation

Requiring .git for an Agent build sucks, if for no other reason than working
in a git worktree.

Describe how you validated your changes

dda inv omnibus.docker-build works when mounted without git dir.

Support environments without .git (e.g., omnibus docker) by reading
HEAD SHA from agent-version.cache before falling back to git.

- Update test_get_current_branch to expect warn=True parameter, which was
  added to handle environments where git is not available
- Fix test_get_commit_sha to mock os.path.exists, preventing the test from
  reading local agent-version.cache file and bypassing the git command mock
- Remove unused subprocess import from utils.py

These changes support the gitless build work and fix CI test failures.

I would prefer something that was not tied to go. Perhaps isdirectory(... '.github'),

I know the comment says "root of the Go project", but the name of the method and the file it is in are more generic than Go.

Now if we are gitless, but still want this, perhaps MODULE.bazel, which is the build root.

I was focusing on the "root of the Go project" comment, but no strong preference on my side.

Should I just KISS and hard-code 4 dirs up from os.path.abspath(__file__)?
