A regression test is an A/B test of target performance in a repeatable rig, where "performance" is measured as "comparison variant minus baseline variant" for an optimization goal (e.g., ingress throughput). Due to intrinsic variability in measuring that goal, we can only estimate its mean value for each experiment; we report uncertainty in that value as a 90.00% confidence interval denoted "Δ mean % CI".
For each experiment, we decide whether a change in performance is a "regression" -- a change worth investigating further -- if all of the following criteria are true:

Its 90.00% confidence interval "Δ mean % CI" does not contain zero, indicating that if our statistical model is accurate, there is at least a 90.00% chance there is a difference in performance between baseline and comparison variants.

Is the fixed subfolder necessary? Why not generating those directly in include/ and avoid the strip_prefix.from_pkg("fixed") below?

It sort of is to prevent clashes. While building the library we want the unfixed version, and while using the library we want the fixed versions. But within the library code they don't always use "sys/acl.h" vs <sys/acl.h> consisstently. I have to keep them separate.

- Depend directly on libacl install from openscap.rb - Remove omnibus step for libacl - Adjust build flags to match what configure/make would produce. Testing: - Compare 3 things - build with with configure/make, - pull libacl.so from an old CI image, - build with bazel and look at libacl.so The sizes are close enough for comfort. They vary a bit because in the new build we are not double building some util functions, so we get a little space back. use all_files
