tagging first binary release, named after the binary on github

signed tag at the new head of master after rewriting history

* in order to provide for a clean history to allow for easy rebasing
  when working against difference releases of ffmpeg, I'm removing the
  commits from the 'library-dev' branch, which will then be placed into
  the new 'android-ffmpeg-java' repo.

* this tag is signed with my OpenPGP key to provide a chain of trust
  since I rewrote the public history
