Installation problem on Windows 10 using Python 3.11

Hi there,

thank you very much for conceiving and maintaining PyOD. I am not using it, but hereby forwarding a problem reported by @DanielUgoAli: Apparently, the installation of PyOD fails for him on a Windows machine.

ERROR: Can not execute setup.py since setuptools is not available in the build environment.

His original intention is to install PyCaret, but PyOD is a dependency of it.

Maybe you can look into this, possibly asking @DanielUgoAli directly if you need further information?
