Add support for LBType LoadBalancer for Yandex Cloud Provider

Would it be possible to add support for type LoadBalancer for Yandex Cloud provider? At the moment this is not supported.
If you can provide some pointers on where this should be added in the code, I can try to submit a PR for it.

Or do you know about other options available for using Voyager in an unsupported cloud provider?
