Track missing data ingest scripts

There are a number of app features that require sample data to be downloaded from the cluster, because small files are not available. (see, eg #26 discussion) Additionally, the data generation scripts are not tracked, which limits our ability to make changes to the file as needed.

We should generate test data that matches sample pages, and track the scripts used to generate both real and test data. This will be a future ticket to facilitate team progress.
