Multi cluster delayed backup #1221
Description
If multiple backup are scheduled at the same time we should delay backups until queue decrease to preserve proper cluster performance
Variables
When a backup is waiting for more backup-delayed-alert-time we send an alert
The waiting delay is store with the backup metadata and an alert is send at the end of the backup
