the streaming on the web is not so smooth,it paused occasionlly

I try to add a video file ,but the streaming on the web is not so smooth,it paused occasionlly and it will be slower than the origin video.
I've checked the source code and try to change some parameter (frameskip, framerate, etc), but the result is all the same.Then I wonder if it because my computer is a little bit old ,so I run it on a server(intel i7, nvidea 1080 && 64G RAM),but it's still not change.
I still use the xuggle not Humble-Video, so is it the reason?
So could you please tell me how can I make the streaming more fluid.
I'm a begginner of storm ,from China. I would appreciate it if you can reply.

Well, I have not looked into StormCV for over a year so i am a little bit out of it. What i remember is that the output stream never was very fluid. The streaming function is mainly there for visual inspection and demonstration purposes and not to build a very nice video. StormCV is really used for video analysis (which might take some time) and no for video streaming. I think the best you can realistically get is an output video of 4 FPS which will not be that great but hopefully good enough for what you try to accomplish.

I use ffmpeg to push the video stream to an rtmp server and the video stream is fluent. Now the frame rate can be adjust to 20 FPS to 30 FPS. ^_^
Now I'm trying to add detection algorithm based on DeepLearning.
