Newly added BOCA printer not detected until QZ Tray is restarted

This was recently categorized as a "blocking issue" for a customer.

Steps (Windows 11):

• Visit https://demo.qz.io, list all printers
• Install a BOCA printer as a USB device
• Visit https://demo.qz.io, list all printers
  • Notice that the newly added BOCA printer does not show up
• Restart QZ Tray, the BOCA printer shows up
