🔖 Feature description

This feature will allow chain users to buy Gas NFT with fixed amount, by simple transfer of OVK tokens to smart contract, which will mint NFT and transfer to requested address.

🎤 Context

Required to introduce resources consumption gas, we need to introduce NFT with amount of token to be possible to run resource minimum amount of time eg. 1h.
For that we need to mint NFT by user request with assigned amount of tokens.
This token will be used by provider to track sufficient amount of uovk for running requested resources.
