Upgrades command to reflect the removal of meroxa-py and meroxa-js dependencies

Describe the bug

In the IR world after the Turbine libs are updated, we should update turbine lib versions from the upgrades command and remove any mention of meroxa-py in the requirements files and remove meroxa-js from the package.json file.
