workspaces: Support bootstrapping with agents in planning mode

Some complex tasks require some planning and tweaking. It would be great to have option to bootstrap a new workspace with planning mode.

I'd add some checkbox like "Start with planning mode" below.

Nice idea — a "Start with planning mode" option at workspace creation time would save the step of toggling it after the agent launches, especially for complex tasks where you know upfront you want to plan first before executing.

I would be fine with starting agents in planning mode as long as it doesn't add an extra click or tab to the normal workflow.

My suggestion was to be an extra checkbox below "auto-approve" and when you tab after "Auto-approve all actions", it will still tab to the last button instead but you can use arrow keys after focused on some checkbox to move the cursor.
