Incorrect weights/effective area for certain mixtures of datasets

For datasets with the same energy range but different sampling radii, and simweights does not give the weight/effective area for both combined, but just picks one of the configurations.

@matthiasplum are you self assigning to this ticket? If not there is not enough information to fix it. So far I have relied solely on the CR working group for how to weight IceTop simulation so you will need to provide more information about how to fix this.
