Convert Lua modulefile to Tcl modulefile

The community is asking for a tool to convert Lua modulefile to Tcl modulefile.

This could be implemented through the sh-to-mod sub-command where a new shell support could be lmod.

It would require to have the lmod command available in PATH or LMOD_CMD environment variable defined to locate it.
