I want to increase my worker count at runtime without restarting the master. How can do so?

I did not found any documentation around sending some signal to master to increase worker count. Does such implementation exists? If yes, then how to use it? and if no, then what are my alternatives?

No, at the moment there's no support for changing the amount of workers at runtime.

You can open an issue for a feature request in that regard.
