Create data normalizer

Make normalizer according to wiki documentation. It seems like it should be a script in some language that takes original csv as input and writes normalized data to the output. Though ideally it should be written in some language that can run on any platform: it's c++ now.

The data for normalizer can be found here. It's a ride through the city streets and the phone position is changed once in two-three minutes. The normalizer should detect those changes and nearly always return the correct result. Except for the times where adaption to the new conditions is going on.
