Why does current limiting fail？

The hotspot parameter I set limits the flow, allowing 5 requests within 24 hours. When I accessed 6 times at 10:00 today, I was restricted once, but why can I still continue to access at 10:02? I understand that 10:02 is still within the 24-hour time window, why does it expire?
