I'm getting the following output when running WSASS.exe.

The resulting proc.png file is just 26KB.
Why does running WerfaultSecure.exe results in error code 0x80070001?
I'm running on a Windows 11 version 23H2 (OS build 22631.5768)

If the error code is from WerFaultSecure, then the issue lies with the WER function.
Try running it in the folder excluded by the antivirus to eliminate any interference.
Use Process Monitor to check if there are any unusual occurrences during the file writing process of WerFaultSecure.
