Implement the new tuning API for `DeviceTransform`

`DeviceTransform` is one of the hardest algorithms to port to the new tuning API, because it holds the most complex logic in the policy hub, on which the host side logic dispatches at compile time. Porting it should reveal to us how to deal with such cases for other dispatchers.
