Encoding issues

& is being returned as & which would appear to indicate encoding issues. Possibly other encoding issues also exist but haven't been observed yet. Low priority fix.

Desired result:
& being returned as &, no other encoding issues, all languages and scripts work as usual

So Twitter's API is sending back HTML encoded text for some reason. I could probably encode it back, but at what risk to unicode and other items?
