Route applications to respective reviewers

Motivation:
Each application needs to be reviewed by an administrator. To delegate applications, each one should be automatically assigned to the respective discipline administrator. Each applicant must select a discipline in their application. If the applicant is a volunteer, they will not have a discipline, and their applications should be routed to a designated volunteer administrator.

Acceptance Criteria:

• Create logic to automatically assign each application to an administrator for review based on the applicant’s selected discipline.
• If the applicant is a volunteer (no discipline selected), their application should be assigned to a designated volunteer administrator (TBD).
  -To test this functionality, create mock discipline administrators for each discipline.
