Description: As an archive and publication user I want to be able to easily navigate between various pages using the top navigation bar so that I can access different links.

Acceptance Criteria:

• Can view navigation bar on every page
• Can view and click the following links
  • Home
  • Archive
  • Resources
  • People
  • Login/Logout
