Add "loading" UI to the "Drive Notebooks" tab

Right now, it's not clear on /tree#drive_notebooks whether there are no Drive notebooks, or whether they are simply still loading.

It will show something like "No Notebook" if there is none, but I agree we should add a loading state.

Yeah, the loading state is what I meant. It's clear once the response has been received (whether or not there are any notebooks), but beforehand, the "loading" state is ambiguous if you don't know that.
