Consider user-configurable remote repos

I'm not sure that I trust the built-in repos for things like agents, plugins, and skills. It would be nice if they could be overridden so I could start with empty values and build them up as I audit resources.

you can update this config.yaml file with what repos you want to config for example, those are the built-in, but you can update them/remove and add your own config that follow the convention, let me know if there is any questions:
